MMDA Welcomes Newly Appointed General Manager, Deputy Chairman
The Metropolitan Manila Development Authority (MMDA) welcomes the appointment of Ret. P/Col. Procopio Lipana as its General Manager and Frisco San Juan, Jr. as its Deputy Chairman.
Lipana and San Juan Jr., who have been appointed by President Ferdinand R. Marcos Jr. on Nov 11 and 16 respectively, expressed their gratitude for the President’s trust and confidence in them. They also vowed to support all the programs to be initiated by MMDA Chairman Atty. Romando Artes which will benefit Metro Manila and its residents.
Lipana, who replaced Engr. Baltazar Melgar, has served the police force for 34 years. He vowed to support all of the programs and projects of the Chairman for the good of the National Capital Region.
“The MMDA have so many diversified tasks pursuant to its mandates- traffic management, flood control, land use and urban renewal, and public safety, among others. The directive of Chairman Artes is to improve and maximize the agency personnel's visibility particularly on major thoroughfares,” said Lipana during the agency’s flag raising ceremony earlier today.
For his part, San Juan Jr., who has served the agency during the term of then-President Rodrigo Duterte, said he is delighted to return to MMDA.
“With my appointment as Deputy Chairman again, I will continue to serve the public by ensuring that the agency provides quality services in line with its mandates” he said.
Meanwhile, prior to his appointment at MMDA, Lipana was the Projects and Program officer of the Market Development and Administration Department (MDAD) of the Local Government of Quezon City. He also served as Deputy District Director for Administration and District Directorial Staff Chief at Quezon City Police District (QCPD).
From June 2011 until 2012, he served as the Provincial Director of the Camarines Sur Police Provincial Office. He also served as the Chief of Police of the city of San Juan.
Meanwhile, San Juan Jr. has served as the MMDA’s Deputy Chairman and General Manager from 2016 to 2022.
Before his appointment at MMDA, San Juan Jr. served as the Vice Governor of Rizal Province from 2009 to 2016.
